South Korea Launches Landmark Strategy to Turn K-Beauty into a Global Economic Engine

South Korea has just delivered a seismic shift in its approach to the beauty industry. The National Assembly has passed a landmark act establishing a dedicated legal framework designed not just to regulate cosmetics, but to position the sector as a strategic national growth and export industry.

This new legislation moves beyond standard safety and regulatory oversight, creating an entirely new ecosystem focused on industrial development. It grants the Ministry of Health and Welfare formal authority to support the entire cosmetics sphere, encompassing everything from ingredient sourcing and manufacturing to packaging, distribution, and the brands themselves.

The goal is clear: to harness the immense power of K-beauty for global expansion. This strategic push follows extraordinary success, with Korean cosmetics exports reaching an impressive $11.4 billion in 2025. Instead of simply managing a successful industry, the government is now actively fueling its future growth.

To facilitate this acceleration, the new framework introduces targeted support mechanisms. This includes the establishment of a new industry development strategy every five years and the creation of an “innovative cosmetics company” certification. Businesses that achieve this certification will gain priority access to state-backed investment, research grants, and critical infrastructure programs.

The support is strategically focused on modernizing the entire supply chain. Initiatives will prioritize cutting-edge development areas such as utilizing AI-enabled product development, streamlining operations through digital supply chains, fostering workforce development, and ensuring seamless international regulatory compliance. Small and medium-sized enterprises (SMEs) will be given priority access to these vital resources.

By shifting the focus from pure regulation to active industrial development, South Korea is cementing cosmetics’ role as a powerful engine for economic growth and international competitiveness. This comprehensive strategy ensures that the dazzling influence of K-beauty translates directly into sustained, long-term prosperity for the nation.
